This year the SAT-9 will include a Directed Writing Sample for all 4-7 grade students. This test will be modeled after the National Assessment of Educational Progress (NAEP) for writing conducted last year at grades 4, 8, and 10. Information on the NAEP program is found here.

"NWREL's Traits of an Effective Reader" http://www.nwrel.org/eval/reading/ 
The research synthesis identified six traits of an effective reader. The traits are: decoding conventions, establishing comprehension, realizing context, developing interpretations, integrating for synthesis, and critiquing for evaluation. When readers use each of the six traits to complete a thorough comprehension of narrative or informational texts, they are, in essence, reading the lines, reading between the lines, and reading beyond the lines.
